The Challenge of Monitoring Quality in Distance Education

Following the impact of the COVID-19 pandemic on school closures, this memorandum maps out alternative learning approaches in distance learning adopted by the Ministry of Educations in Africa to ensure educational continuity. Different distance learning models include online digital platforms and offline media, TV, radio, tablets and smartphones, paper-based media were discussed accompanying with benefits and flaws of those models. Several precautions were also presented to ensure the quality dimension of the distance education such as content and progression plans, choice and format of the medium, acceptance by students, follow-up, supervision, and support. Looking beyond the current emergency, the memorandum could be used in any future situation of exceptional school closures to guide ministries’ decisions on the continuation of teaching via distance learning and on ways to assess its effectiveness.
